About the Opportunity

Waters Services at Bundaberg Regional Council is a thriving and committed group of professionals dedicated to achieving the best outcomes for the region and it's residents. 

This key leadership position sits within the Planning & Delivery section of the Water Services Branch and will lead water and wastewater program development and governance.  In this role you will report directly to the Manager Planning and Delivery.

Your role as Program Development and Governance Manager will play a pivotal role in ensuring engineering scopes of the programmed capital projects are fully developed prior to budgeting by coordinating internal resources and external project partners with the branches' Project Governance approval process.  The focus of this position is to lead Water Services’ Capital Program development, program governance and to support better decision making to assist with the successful delivery of the Program by ensuring that full engineering scopes for projects are developed prior to placing in the program to achieve Council’s performance targets and strategic objectives.

About You 

  • Experience in infrastructure planning, design, program management and delivery
  • Demonstrated leadership skills and experience in managing a portfolio of infrastructure programs.
  • Experience in the development of long-term capital works programs and manage the development of project proposals (engineering scopes) for the near-term projects
  • Proven project management and organisational skills including ability to manage staff and consultants ensuring that planning investigations are completed prior to inclusion in the annual program
  • High level of skill in articulating the program intent and translate into effective delivery strategies and operational plans, in a fast- paced environment
  • Substantial knowledge and understanding of the principles, strategies, and frameworks of project and program management
  • Highly developed skills to drive and influence outcomes through a systematic and consultative approach
  • Highly developed written and oral communication skills, including excellent liaison skills, stakeholder management skills and well developed report writing skills for a variety of audiences including Council
  • Possession of a current Class ‘C’ Drivers Licence
  • Post-graduate qualifications in project management, business management or in relevant disciplines will be viewed favourably
