About the Opportunity

The Director Infrastructure Services at Bogan Shire Council is a key leadership role in our organisation providing technical and operational expertise to the management of Council’s diverse infrastructure portfolio.

You are an ideal candidate if you are a dedicated and capable natural leader with a strong record of achievement in infrastructure service delivery. You will be aware of the opportunities and challenges in working in a rural local government context and carry out your responsibilities effectively with a pragmatic approach.

Reporting directly to the General Manager, this role is responsible for providing strategic planning, project management, budget oversight and building and maintaining key relationships. You will be well-supported by experienced and capable staff, a cohesive and dedicated executive management team and community focused Councillors.

Your tertiary qualifications in a technical field relevant to engineering, professional expertise and relevant management experience will support the realisation of Council’s strategic objectives.

Key Responsibilities

  • Lead, manage and support staff with a team-based and customer-focussed culture to carry out the delivery of infrastructure/engineering services including road works, water and wastewater, civil construction and maintenance.
  • Lead the planning, scheduling and monitoring of infrastructure/engineering works and services to carry out activities and achieve the outcomes and goals set out in Council’s Integrated Planning and Reporting Framework.
  • Apply skills, technical knowledge and experience to deliver infrastructure/engineering works and services according to best practice and in accordance with legislative and policy guidelines as well as to provide advice to staff, General Manager and Councillors.
  • Participate in developing Council’s Integrated Planning and Reporting Framework, asset management and forward works programs and manage the annual operating and capital budgets for Infrastructure/Engineering Services.

Essential Requirements

To be considered for this position, candidates must:

  • Demonstrated extensive practical experience and expert knowledge of civil engineering preferably in a rural local government context, including principles, best practice and standards, current thinking and associated legislation, policies and guidelines to manage the operational and service aspects of the position.
  • Proven highly advanced leadership skills including the ability to motivate, encourage and direct the efforts of others towards the achievement of goals and the completion of activities/projects in an environment which encourages performance excellence and customer focus and develops and maintains a team culture based on positive values.
  • Proven advanced management skills and a demonstrated high-level record of achievement in a civil engineering context relating to the management of staff and resources to complete activities and achieve outcomes, including the ability to manage employees in accordance with sound human resource principles and to develop and maintain a team culture based on positive values.
  • Demonstrated highly advanced organisational and time management skills, including a proven ability to manage competing projects and priorities, monitor and report progress and complete set outcomes within tight deadlines, plan work and think independently using judgement and detailed analysis of available options to solve operational or service problems.      
  • Demonstrated highly advanced interpersonal, oral communication, consultation, negotiation skills with the demonstrated ability to develop and maintain relationships and effective partnerships with the community and at strategic and executive levels, ensuring a high degree of confidentiality and discretion.
  • Demonstrated highly advanced written communication skills with a demonstrated ability to produce high level correspondence and reports, applying high level analytical, research and problem solving skills and the ability to apply knowledge and experience to complex issues and to develop potential options and recommendations for their resolution.
  • Tertiary qualifications at AQF Level 5 (Diploma), in a relevant technical field PLUS 4 years’ relevant experience at a senior level.
  • Hold a current manual class C, P1 or P2 drivers licence.
  • Be an Australian Resident or equivalent or holder of a visa allowing permanent employment in Australia.

Conditions

This position is full time, 35 hours per week, Monday to Friday between 8.00am and 4.30pm with flexible workplace arrangements negotiable.     

Salary Benefits

  • Generous TRP of up to $250,000 comprising:
    • Salary of $135,241 to $195,384 (based on skills, experience and qualifications)
