Central Highlands Regional Council is seeking an experienced and people-centric Manager Human Resources to lead the strategic transformation of our HR function and workforce capability.

This is your opportunity to drive real impact by aligning people, purpose, and performance. Reporting to the General Manager and partnering with the Executive Leadership Team, you will lead and influence council-wide initiatives that position CHRC as a regional employer of choice.

As our Manager Human Resources, you will lead a multidisciplinary team across: 

  • Human Resources (generalist HR advisory and operations)

  • Industrial & Employee Relations (IR/ER)

  • Recruitment & Talent Acquisition

  • Payroll

  • Training, Learning & Development

  • Health & Wellness

  • STSS – Council’s short-term administrative support pool

You’ll deliver both strategic direction and operational excellence while shaping key organisational projects,

What we’re looking for:

  • Proven experience in a senior HR leadership role, ideally within local government or a complex, multi-disciplinary organisation

  • Strong understanding of industrial and employee relations frameworks

  • Demonstrated success in workforce planning, organisational development, and strategic HR transformation

  • The ability to influence and lead with confidence, authenticity and empathy

  • A people-first approach with a passion for developing workplace culture, capability, and employee engagement

  • Tertiary qualification in Human Resource Management (or similar) and/or significant experience in a Senior Human Resources leadership role within local government

  • Minimum of Queensland C class provisional driver’s licence.
