Central Highlands Regional Council is currently looking for an experienced Coordinator, Major Project Delivery to join our Project Management Office and help turn bold ideas into real-world outcomes for our community.

This is a senior, hands-on role responsible for the end-to-end delivery of a complex, multi-year capital portfolio—from early project development and budgeting through to construction, handover, closure, and asset capitalisation. You will provide technical expertise, strategic direction, and strong leadership to the capital project delivery team, ensuring projects are delivered safely, efficiently, and in alignment with Council’s strategic objectives.

Working closely with asset owners, internal stakeholders, and external partners, you will lead the coordination of planning, design, and scoping for capital projects, and manage the procurement and delivery of significant outsourced works. You’ll be accountable for maintaining robust governance, reporting against agreed plans, programs, and milestones, and ensuring projects are delivered on time, within budget, and to agreed specifications.

In this busy role, your will support the organisation by:

  • Provide strategic and technical advice to asset owners to develop annual and long-term capital budgets and works programs aligned with Council’s strategic asset management plans.

  • Lead a whole-of-council approach to capital delivery by setting appropriate delivery models, contracting strategies, and supervising external project delivery partners.

  • Ensure the capital works program is delivered within regulatory, service level, and risk management frameworks.

  • Lead, mentor, and resource the team to achieve service delivery excellence and meet performance expectations.

  • Oversee the delivery of capital projects and programs to ensure outcomes are achieved within agreed timeframes, budgets, specifications, and legal frameworks.

  • Manage procurement, contracts, and stakeholder engagement, including tender processes, risk management, and performance reporting.

  • Authorise project finalisation documentation to ensure accurate and complete asset data is captured in Council’s asset management systems.

  • Undertake feasibility and whole-of-life cost analysis to support robust business cases and grant funding applications.

  • Build trusted, effective relationships with councillors, management, government partners, and the community to support successful project delivery.

To be considered for this opportunity, you will need to possess:

  • Minimum of Queensland C class drivers’ licence.
  • Tertiary qualification(s) in engineering, science or project management or significant demonstrated experience in contract management and/or project management.
  • Substantial experience in the design, construction and maintenance of infrastructure
  • Thorough knowledge of road, stormwater, water, sewerage design and construction contract specifications.
  • Significant experience in administration of contracts as related to the delivery of works.
  • Proficient use of the full suite of Microsoft programs; particularly Project and Excel.
  • Demonstrated leadership ability in a capital delivery role of more than five (5) years preferably within Local Government.
  • Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality management and time management.
  • Highly developed communication, negotiation and conflict resolution skills, including demonstrated interpersonal, oral and written ability.
  • An understanding of the legislative and regulatory requirements pertinent to Loval Government.
  • Knowledge of project and contract management methodologies.
  • Demonstrated abilities and skills to promote leadership and cultural excellent in safety across all areas project development and delivery.
