The Opportunity

Looking for an opportunity to move into a specialist role and to provide expertise across various areas of governance, contributing to a robust governance culture? On offer is the opportunity to join a newly formed governance team looking at improving organisational governance, in partnership with the key stakeholders across the organisation.

Central Highlands Regional Council is currently seeking a highly experienced and enthusiastic Governance Specialist to contribute towards a robust governance culture across every element of Council's operations and to assist the Governance Manager in leading a small, dedicated team.

In this role your objective will be to provide technical governance expertise to assist and coordinate the Governance Team in carrying out enterprise risk management, audit and assurance, business continuity planning, policy and procedure development, corporate planning & reporting and integrity management functions for Council, supporting the organisation to meet regulatory and compliance requirements.
People Management will be another key component of this role moving forward. If you haven't undertaken people management before, don't despair, Council is willing to educate, mentor and develop your skills in this area over the next 12 months prior to the team transitioning under your direction.

In this respected role within the organisation, you will support the organisation by:

  • Providing analysis and advice to key decision makers on complex governance matters.
  • Being integral to the delivery of the governance function, engaging across key internal stakeholders.
  • Providing specialist support to the Governance Audit and Risk Officer in developing and maintaining council's enterprise risk registers as well as constructing and monitoring a reliable and efficient control systems for management of risk.
  • Undertaking enterprise risk identification and assurance mapping across council.
  • Identifying, engaging and liaising with appropriate audit professionals to ensure that council's internal audit program is comprehensively prepared and accurately delivered.
  • Working collaboratively with business units to develop, implement and maintain business continuity plans and sub-plans for the organisation.
  • Identify policy, guideline and procedure gaps and improvements across council via benchmarking exercises and consultation with internal stakeholders.
  • Working strategically to develop council's corporate and operational plans and reporting.
  • Administering Council's register of delegations and authorisations to keep current with legislation and staff changes.  
  • Supporting the development and mentorship of a small team. 

To be considered for this opportunity, you will need to possess:

  • Tertiary qualifications in law, business, governance, corporate planning and/or extensive demonstrated practical experience in a relevant field.
  • Minimum of Queensland C class provisional drivers licence.
  • Demonstrated experience in facilitating change, and/or improvements to deliver successful and significant business outcomes.
  • Demonstrated analytical, conceptual and problem-solving skills with a high degree of initiative and flexibility.
  • Excellent written and oral communications skills, including the ability to communicate with a range of stakeholders.
  • Demonstrated ability to manage time, set priorities and manage workplans to ensure all deadlines are met.

Please note - Council is open to a development opportunity for the right applicant. This would mean a slight adjustment to the salary package however would be a fantastic opportunity for growth for the right candidate.
