Central Highlands Regional Council is focussed on continuous improvement and are excited to be improving the senior capabilities within their Water Utilities team. As a result, we are currently seeking a Capital Program Manager to provide technical expertise and leadership to our expanding team. Reporting to the Manager Water Utilities this position will have a specific focus and responsibilities to provide assistance to our teams located across the region.
As the Capital Program Manager, you will be responsible for the end to end management of the development, budget and delivery of the water utilities capital works program, including handover, project closure and asset capitalisation. You will also be an integral part of the water utilities leadership team and provide day-to-day technical assistance, direction and leadership to the capital program team.
In this busy role, you will support the organisation by:
- Developing appropriate capital delivery models and contracting strategies and panels.
- Ensuring that the capital works program does not impact regulatory and service level compliance within a risk management framework.
- Leading, motivating, mentoring, developing and supporting the team to service delivery excellence.
- Overseeing the management of projects ensuring projects are delivered within an appropriate timeframe, budget and legal framework.
- Establishing a reputation for reliance and trust across the spectrum of stakeholders, including other levels of government, councillors, management, peers, co-workers
and the general public. - Promoting and demonstrating Council’s high standards in relation to health and safety.
- Managing the capital works team to ensure excellence in customer service provided to internal and external customers.
- Ensuring Council’s procurement policies and procedures are followed, including the development of scopes for RTQ’s or RFT’s. Manage expenditure and budgets in consultation with the team.
To be considered for this opportunity, you will need to possess:
- Current Queensland Class C Licence
- Tertiary qualification in engineering or science or significant demonstrated experience in contract management and/or project management.
- Demonstrated leadership ability in a capital delivery role of more than five (5) years preferably within Local Government.
- Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality
management and time management. - Highly developed communication, negotiation and conflict resolution skills, including demonstrated interpersonal, oral and written ability.
- An understanding of the legislative and regulatory requirements pertinent to Local Government and management and operation of water and sewerage services.
- Extensive knowledge of water and sewerage treatment plant processes, network design and management, risk and asset management.
- Knowledge of project and contract management methodologies.
- Participation in the on-call duty roster.
- Demonstrated abilities and skills to promote leadership and cultural excellent in safety across all areas of water utilities
