About the team
We're entering a new chapter for the Chief Technology Office at the City of Gold Coast as we deliver bold, future-focused solutions. With the launch of our IT Operating Model and the transition of critical IT services in-house, we are transforming the way we deliver technology, making it faster, more responsive, and more aligned with the needs of our organisation and customers.
As part of this transformation, we're hiring multiple new positions. These roles are key to shaping a vibrant and forward-thinking Chief Technology Office, one that adds real value, delivers better outcomes, and works in smarter, more agile ways.
If you’re equally excited about innovation, transformation, and making a meaningful impact, now is the perfect time to join us.
About the role
We’re seeking an experienced and strategic ICT Resource Management Lead to join our Chief Technology Office. This is a leadership role responsible for looking ahead to understand what skills and capacity the organisation will need, and when, so technology work can be delivered without bottlenecks or surprises. By forecasting demand and workforce availability, the role helps leaders make informed decisions about priorities, timing, and investment across the technology portfolio. If you thrive on balancing workforce priorities, influencing portfolio sequencing, and bringing structure to complex ICT delivery environments — this role is for you.
As the ICT Resource Management Lead, you will provide expert judgement and make independent decisions within defined parameters to allocate and manage operational and contract resources across the technology portfolio. You will shape and continuously improve resource management frameworks, deliver forward-looking capacity forecasts, and integrate performance reporting with demand, cost attribution, budgeting and capability uplift initiatives. By optimising the deployment of critical skills and standardising resourcing practices, you will mitigate risks associated with fragmented placements and ensure delivery readiness across both projects and business-as-usual (BAU) operations.
We’re looking for people who have:
Essential:
- Extensive experience in ICT resource planning or workforce management.
- Strong proficiency with resource planning tools, people management systems, spreadsheets and project management software, including reporting dashboards.
- Demonstrated experience developing and implementing resource management frameworks and operational procedures.
- Proven capability in contract and procurement processes for ICT personnel.
- Strong skills in capacity forecasting, performance reporting and data analysis.
- Solid understanding of ICT delivery environments, spanning both project and operational resource needs.
- Experience working with internal stakeholders and third-party resourcing providers.
- Excellent organisational and communication skills, with the ability to influence and engage effectively.
Desirable:
- Knowledge of portfolio or program management frameworks (e.g. PRINCE2, MSP, PMI, Agile, P3M).
- Familiarity with ITIL and service governance frameworks.
- Experience using forecasting tools, ERP systems, or advanced reporting dashboards in a resource management capacity
