With the implementation of our IT Operating Model and the transition of key services in-house, we’re building a modern, capable, and customer‑focused technology function that enables better outcomes for our community.

About the role
As a Pathway Functional Analyst, you will play a key role in bridging the gap between business needs and the functional capabilities of enterprise applications and platforms. You will act as the primary functional expert for assigned systems, ensuring they are configured, enhanced, and used in ways that align with best practice, minimise technical debt and support organisational outcomes.
This role combines deep functional knowledge with strong stakeholder engagement. You will work closely with business users, technical teams and vendors to analyse requirements, configure solutions, support system improvements and ensure applications continue to meet evolving needs. You will also stay closely connected to vendor roadmaps and industry trends, helping the organisation adopt new functionality in a considered and value‑driven way.
Working with a level of autonomy and under limited direction from the Pathway Lead, you will contribute to enterprise solutions that improve service delivery, operational efficiency, and customer experience across the City of Gold Coast.

We’re looking for people who have:
You are a customer‑focused and analytically minded professional who enjoys translating business needs into practical, well‑designed system solutions. You take pride in understanding applications deeply and using that knowledge to help organisations get the most value from their technology investments.
You’re comfortable working with a wide range of stakeholders, from business users to technical specialists and vendors, and you communicate complex concepts clearly in plain English. You work well with a level of autonomy, while also contributing positively to team outcomes in a collaborative environment.
Most importantly, you’re motivated by improving systems, processes and services that ultimately make a positive difference to the community.
Ideally, you will have
- A degree in Information Technology, Computer Science, Business Information Systems or a related discipline, or equivalent relevant experience.
- Demonstrated experience supporting, configuring, or enhancing enterprise business applications within a complex organisational environment.
- Strong functional analysis skills, including requirements elicitation, process mapping, gap analysis and functional documentation.
- Hands‑on experience with application configuration rather than custom development, with a preference for out‑of‑the‑box and standards‑based solutions.
- Working knowledge of system integrations, including APIs, data interfaces and upstream/downstream dependencies.
- An understanding of change, incident and release management practices, ideally aligned to ITIL or similar frameworks.
- Experience working with software vendors and managed service providers, including supporting upgrades, patches and roadmap adoption.
- Ability to interpret vendor documentation and roadmaps and translate them into practical impacts and opportunities for the business.
- Strong communication skills, with the ability to explain system behaviour, limitations and options to non‑technical stakeholders in plain English.
- A proactive and analytical mindset, with a focus on continuous improvement, system optimisation and reducing technical debt.
- The willingness to participate in an on-call roster where required
