About the team

The 2032 Games Coordination team is responsible for coordinating the City’s role as a Games Delivery Partner for the Brisbane 2032 Olympic and Paralympic Games.

The team works across the organisation and with external partners to ensure the City delivers on its commitments while positioning long-term legacy outcomes for the Gold Coast.

About the role

This is a fixed term position that concludes on 17 December 2032.

The Senior Overlay Officer plays a critical role in planning and delivering the City’s Brisbane 2032 Olympic and Paralympic Games time presentation across precincts, ensuring a cohesive, high-quality “overlay and look” aligned with Brisbane 2032 requirements.

This role integrates precinct design, wayfinding, temporary structures, and movement planning with transport, accessibility and operational requirements. It ensures Games-time environments are functional, accessible, safe and visually aligned with City and Games branding.

Working across internal teams and external delivery partners, the role translates high-level precinct concepts into detailed spatial plans, site layouts, and deliverable work packages using GIS and mapping tools.

The position contributes directly to the City’s obligations under the Delivery Partner Guarantee/Partner Deed and supports the successful delivery of the City Readiness & Operations program.

What you'll be doing

  • Lead the planning and delivery of precinct overlay and presentation, including venue approaches, live sites and activation spaces
  • Develop and implement the City’s “look and feel”, including banners, lighting, floral programs and accessibility elements
  • Design and coordinate wayfinding and signage strategies, ensuring clarity, consistency and compliance with Games branding
  • Specify and manage temporary structures (shade, seating, shelters, queueing systems) ensuring safety, accessibility and operational efficiency
  • Plan and coordinate spectator and workforce movement, aligning with transport plans, Games Route Network and precinct flows
  • Utilise GIS and spatial mapping tools to translate design concepts into detailed site layouts and deliverable work packages
  • Coordinate cross-functional inputs across internal teams (e.g. Cleaning, Regulatory Services, Transport, City Venues) and external delivery partners
  • Support permits, approvals and land-use coordination, ensuring compliance with regulatory and brand/IP requirements
  • Monitor and report on program milestones and delivery progress aligned with City Readiness & Operations
  • Provide practical, design-led advice to support high-quality, operationally deliverable outcomes across Games precincts

We’re looking for people who have:

  • Experience delivering precinct design, urban realm or event overlay outcomes in complex environments
  • Ability to translate concepts into practical, detailed site plans and operational layouts
  • Capability in GIS / spatial mapping tools to support planning and on-ground delivery
  • Understanding of crowd movement, access and transport interfaces for large-scale events or spaces
  • Strong experience working across multi-disciplinary teams and external partners to achieve integrated outcomes
  • Knowledge of approvals, permits and compliance processes within a public sector or major event context
  • Well-developed stakeholder engagement and influencing skills
  • A proactive, solutions-focused approach with the ability to manage competing priorities and deliver results

Mandatory qualifications/ requirements:

  • Bachelor Degree in Urban Planning/Urban Design/Architecture/Industrial or Graphic Design, or relevant experience in precinct design and event overlay.
  • Demonstrated experience delivering city presentation/urban realm outcomes for major events (precinct planning, overlay & look, wayfinding/signage, temporary structures) and converting them into detailed operational work plans and schedules.
  • Proficiency with spatial/GIS mapping (e.g., plotting assets/overlay, producing site layouts) to guide field crews and contractors.
  • Proven coordination across multidisciplinary internal teams and external delivery partners, including progressing permits/approvals and brand/IP compliance.
  • Experience designing crowd movement/transport interfaces for large events, informed by international host-city practices (e.g., mobility/spectator flow models).
