Glen Innes Severn Council is seeking a dedicated person with experience in Waste Management/Environmental Sustainability/Compliance Activities to join our dynamic team. Glen Innes Severn Council has aspirations to be a pioneer in waste management solutions for repurposing waste and diverting as much valuable resources from landfill as possible.
 
This is a diverse role which encompasses strategic and operational Waste and Environmental Management, as well as coordinating Council’s Compliance Activities (Rangers and Building Certification). Our primary focus for the next 5-10 years will be on Waste and Environmental Management. The ideal candidate will be responsible for managing and overseeing waste management projects, ensuring compliance with regulations, and implementing waste reduction initiatives. The Manager will work closely with various stakeholders to promote sustainable waste management practices and drive positive environmental impact.
 
The role will plan for and effectively manage the delivery of all waste management services, including refuse collection, recycling collection, hard and green waste, service contracts, litter bin collection, transfer station operations and litter/waste education services, working to ensure that the department is a high- performing, accountable and respected provider of services to the organisation, the elected Council and the community.

THE POSITION
As part of a successful and “person focussed” local government management team this position is responsible for: 
  • Planning, coordinating and implementing the regulatory functions of Council, including functions relating to building, environmental health, food safety and waste management and regulatory functions.
  • Overseeing projects from conception through to delivery on the ground.
  • High level of autonomy within a supportive team.
Reporting to the Director of Place and Growth, you will:
  • Interpret legislation and standards relevant to development matters and the regulatory functions of Council and provide advice, reports and assistance to external customers, other managers and elected members.
  • Confer with ratepayers, developers, government authorities, community groups, legal representatives, heritage specialists and other parties on development and regulatory issues.
  • Undertake and/or manage the environmental assessments for Council projects and waste management facilities
  • Develop the budget for the Sustainability and Compliance Section, in consultation with the Director of Place and Growth, and monitor and control expenditure to ensure that the budget is met.
  • Assess development applications submitted to Council for approval and interpret building plans, standards, specifications and codes.
  • Inspect construction sites to ensure that private and commercial developments comply with the conditions imposed on them by development consent orders.
  • Inspect new and existing buildings to ensure that they meet the provisions of building, zoning, public health and / or safety laws and approved plans, specifications and standards.
  • Obtain evidence and prepare reports, notices and other documentation concerning violations that have not been corrected.
  • Initiate legal action against persons and / or organisations that fail to comply with regulations or conditions imposed on them by Council.
  • Oversee the activities and operations of Council’s Rangers and companion animal functions and ensure operations within the Glen Innes Waste Management Centre, together with the operation of Deepwater, Red Range and Emmaville Landfills are legislatively compliant and efficient.
 To be successful in this role you will need:
  • experience in the strategic and operational management of waste
  • strong people management, project management, and strategy development/ implementation skills are essential
  • experience working with Federal, State and Local governments and other stakeholders in the region and beyond.
  • Tertiary qualification in a relevant discipline or equivalent work experience.
  • a current ‘C’ Class Driver Licence
