THE POSITION 
The Property Officer will develop and maintain Council’s land management and asset systems.

Reporting to Manager Asset Services, you will:

  • Develop, review and maintain land and building asset registers in accordance with relevant Australian and state government guidelines and standards.
  • Assist the Manager Asset Services to develop policies and procedures through research ensuring Council complies with the relevant state and federal legislation pertaining to Council managed land.
  • Maintain land, building, other structures and open spaces GIS data in consultation with the Asset Officer.
  • Manage leases, licences, and occupancy arrangements for Council’s land and building assets and maintains a leasing and licensing property register that complies with Section 47 and Section 47a of the Local Government Act.
  • Act as an intermediary between Lessees and Council’s Facility Maintenance Officer in coordinating repairs and maintenance.
  • Draft reports for Council and committee meetings regarding property matters.
  • Provide advice regarding crown land matters and acts as Council’s Native Title Manager, including the establishment and maintenance of a register of Council managed crown land and the development of crown land management plans in accordance with state government requirements.
  • Provide advice on property dealings including road reserve agreements, land use requirements, intepreting legislation for property and land management, lease and licence arrangements and Council land acquisitions and disposals.
  • Maintain Council’s addressing system and reviews and approves address requests.
  • Maintain Council’s key register including completing regular key audits
  • Act as Council’s relief Aerodrome Reporting Officer (ARO) as and when required.
  • Support the Manager Asset Services in the general day-to-day management and operation of all Council asset management systems.
  • Investigate and respond to land access and activity notices received under the Telecommunications Act 1997.
  • Provide general administrative support as required.



WHO WE ARE LOOKING FOR
Specifically, you will have:

Essential 

  • Well-developed organisational skills and the ability to work independently and as part of a team to plan and coordinate activities and tasks involving multiple resources
  • Demonstrated ability to understand and comprehend legislation pertaining to the role
  • Effective oral and written communication skills as required to achieve outcomes
  • Demonstrated high level of general computer literacy, particularly in Microsoft Suite and data analysis
  • Current Class C driver's licence (Car Licence)

Desirable 

  • Certificate IV in property management or a relevant/related field
  • Previous experience in local government operations
  • Previous experience in the operation of GIS software.
  • Demonstrated experience in property management or asset management
  • Previous experience with preparation and interpretation of legal documents and contract administration
