About the Role
As the Team Leader – Heavy Patching, you will supervise and coordinate Council’s Heavy Patching Team to deliver high‑quality programmed and reactive road maintenance across the local government area.
Reporting to the Coordinator Capital Works, you will:
Lead, supervise and coordinate the Heavy Patching Team
Support staff development through mentoring, training, performance feedback and adherence to Council policies
Order materials and coordinate deliveries
Operate and supervise plant and equipment including graders, trucks, skid steers, rollers and other machinery
Stabilise, compact and prepare road pavements for bitumen sealing
Perform manual labour tasks and assist other teams as required
Conduct site‑specific risk assessments and implement SWMS and Traffic Control Plans
Ensure all work complies with WHS legislation and safety standards
Monitor and report on WHS compliance, including equipment inspections and maintenance logs
Lock out and tag defective plant items
Perform routine maintenance and minor repairs on plant and equipment
Assist workshop staff with major servicing and repairs
Secure plant and equipment after hours and on weekends
Maintain accurate records including work diaries, timesheets, inspection reports and maintenance logs
Provide daily updates to the Capital Works Coordinator on progress and materials used
Adhere to regulations relating to air, water and noise pollution and report potential breaches
Support routine road maintenance activities including grading, vegetation control, road furniture and drainage works

Who We’re Looking For
Essential
Current Class HR Driver Licence
Ability to interpret written instructions, procedures and engineering plans
Demonstrated ability to work to levels and construct/maintain roads using construction equipment
Working knowledge of sealed road best‑practice management
Willingness and ability to mentor staff in rural road maintenance methods
Understanding of basic mechanical principles and ability to perform routine maintenance and minor repairs
SafeWork NSW General Construction Induction (White Card)
Desirable
Certificate III or IV in Civil Construction (Road Construction & Maintenance), Frontline Management or similar
Experience in supervision or leadership roles in civil construction
First Aid Certificate
Relevant certifications including:
High Risk Work Licence DG
Work Safely Near Powerlines
Traffic Controller / Implement Traffic Control Plans
Chainsaw Operations
Chemical Use
