MidCoast Council is seeking an experienced and motivated project leader to manage the end‑to‑end delivery of our Food Organics and Garden Organics (FOGO) Program, one of the most significant environmental and operational transformations underway in our community.
The role
Reporting to the Waste Manager (Project Sponsor), the FOGO Program Manager will lead the governance, planning, risk management and contractor interface activities required to deliver a compliant, financially sustainable and operationally integrated FOGO system.
This major transformation includes the delivery of a new FOGO Processing Facility under a Design‑Build‑Operate‑Transfer model, significant changes to kerbside collection services and the coordination of complex regulatory, contractual and operational requirements. As a high‑risk, high‑impact program, it demands strong project discipline, strategic oversight and confident stakeholder leadership.
The role oversees end‑to‑end program planning, scheduling, budgeting and reporting, while managing construction‑phase risks and working closely with the Construction Quality Assurance Engineer. It maintains strong cost control, supports financial modelling and delivers clear, executive‑level reporting to the Executive Team and the Audit, Risk and Improvement Committee.
It also leads service transition planning to align facility commissioning with kerbside rollout and organisational readiness. Success relies on building effective relationships with regulators, contractors, internal teams and community stakeholders, while fostering a culture of accountability, safety, collaboration and continuous improvement.
What you'll bring
- Degree in Project Management, Engineering, Environmental Management, Infrastructure Delivery or related discipline (or equivalent experience).
- Demonstrated experience delivering complex infrastructure or environmental projects.
- Proven ability to manage multi stream projects involving contractors, regulators and internal stakeholders.
- Strong governance, risk and financial management capability.
- Experience managing construction interfaces and operational handover.
- Highly developed communication and stakeholder engagement skills.
- Ability to manage competing priorities in a high risk, regulated environment.
- Current Class C Driver’s Licence.

Salary: Commencing salary circa $108,744 p.a. plus superannuation (negotiable based on skills and experience)
Location: This position will be based at our Administration Centre in Yalawanyi Ganya at 2 Biripi Way, Taree. You may also be required to be based from other Council sites across the MidCoast Council region.
Tenure: 2-year full-time contract (35 hours per week).
