The Role
We’re looking for a proactive and solutions-focused People and Culture Operations Specialist to lead the design and improvement of core Human Resources (HR) processes at North Sydney Council. With a workforce of around 400 employees, this role plays a vital part in ensuring consistent, compliant, and efficient HR service delivery across all stages of the employee lifecycle.
Your primary focus will be improving workflows—such as onboarding, exit, position changes, contract management, and compliance tracking—to support a seamless employee and manager experience. You’ll lead operational improvements, support digital system enhancements, and ensure our HR practices align with policy, legislation, and Council’s strategic direction.
The role also provides guidance on employment arrangements, supports workplace change processes, and offers advice on complex or sensitive people matters when needed. You’ll manage two direct reports and work closely with the broader People and Culture team, as well as key partners like payroll and IT.
The Person
You bring a strong background in HR operations and a track record of improving systems and processes in a structured environment. You’re comfortable navigating complex employment matters, but your passion lies in making HR work better—building workflows, reducing duplication, and supporting managers with clear, consistent tools. You’re collaborative, organised, and confident influencing across levels.

Salary Range: $123,958 to $148,016 per annum + $1,000 pa Transport allowance + 12% superannuation
35 hours per week with access to flexi time
