North Sydney Council administers the North Sydney local government area on Sydney’s picturesque lower North Shore. Our 400 employees look after 77,000 residents spread across 10 square kilometres of land on the foreshores of Sydney Harbour providing spectacular harbour views, beautiful parklands and a bustling CBD.
The role
Reporting to the Chief Financial Officer, this role will act as the strategic asset owner of Council’s property portfolio, leading its planning, optimisation and performance. This includes overseeing property transactions, managing commercial agreements and driving the development of land to generate sustainable revenue streams.
You will provide expert advice to the Executive Leadership Team and Council on property strategy, investment decisions and portfolio performance. The role requires strong governance oversight, ensuring all property activities comply with legislative, probity and policy requirements.
Beyond day-to-day portfolio management, you will lead the development and implementation of property strategies, policies and frameworks that position Council to respond to growth, changing community needs and emerging commercial opportunities.
This role influences decisions that have long term financial and community consequences and your impact will be measured by the strength of Council’s property portfolio and the quality of decisions that underpin it.
The Person
The successful candidate will bring extensive experience in property portfolio management, with a proven track record in developing and implementing strategies that enhance both financial performance and community outcomes. They will possess strong commercial acumen, including expertise in financial modelling, feasibility analysis and business case development, alongside demonstrated success in generating revenue through leasing, partnerships and other property-related opportunities.
With experience managing complex property transactions, the ideal candidate will exercise sound judgement in risk management and governance, while leading development initiatives and delivering projects from concept through to completion. They will have a strong understanding of legislation and compliance requirements in public land management, and a demonstrated ability to improve portfolio performance through clear benchmarking and data-driven decision-making. Exceptional stakeholder engagement skills are essential, with the ability to influence and collaborate effectively with senior leaders, Councillors and external partners.

Salary Range: $110,556 to $132,014 per annum + $1,000 pa transport allowance + 12% superannuation
