Emergency Management Officer

Sutherland Shire Council is seeking an experienced and motivated Emergency Management Officer to join the Civil Works & Presentation business unit. This role plays a key part in supporting the coordination, preparedness and response to emergency management activities across the Shire, helping to ensure the safety and resilience of the community.

Working closely with the Local Emergency Management Team (LEMT), Local Emergency Management Committee (LEMC), and key emergency service agencies, you will provide high-level coordination, administration, and executive support across all phases of emergency management. This includes supporting planning, governance, operational readiness, response activities and continuous improvement initiatives.

Key Responsibilities

In this role, you will:

  • Support Council’s emergency management obligations in line with NSW legislation and work collaboratively with emergency service agencies and stakeholders.
  • Coordinate the development, review and testing of key emergency management plans and frameworks.
  • Provide governance support to the LEMC, LEMT, and associated committees, including agendas, minutes, reporting and action tracking.
  • Maintain strong relationships with emergency management partners to support effective information sharing and coordination.
  • Support Emergency Operations Centre (EOC) readiness, activation and operational response activities.
  • Manage emergency management systems, digital platforms, and communication channels to ensure accurate and accessible information.
  • Prepare high-quality reports, briefings, and grant submissions for internal, state, and federal stakeholders.
  • Coordinate training, exercises, audits, and after-action reviews to support continuous improvement and capability development.
  • Maintain accurate emergency contact databases and ensure effective information management during incidents.
  • Support community engagement, education, and resilience initiatives related to emergency preparedness.
About You

You are a highly organised and proactive professional with strong administrative, coordination, and stakeholder engagement skills. You thrive in dynamic environments and are able to make sound decisions under pressure while maintaining attention to detail.

To be successful in this role, you will have:

  • A Diploma in Business Administration or equivalent qualification, and qualifications in Emergency Management.
  • A current Class C Driver’s Licence, Working with Children Check, and National Criminal Check.
  • Experience working in complex, changing environments with the ability to plan, prioritise, and deliver outcomes.
  • Strong communication, planning, and relationship-building skills with the ability to engage effectively at all levels.
  • Demonstrated ability to support or lead projects and work collaboratively across teams and agencies.
  • An understanding of NSW emergency management frameworks (desirable), and/or experience in local government or the public sector (desirable).

Conditions of Employment

  • Availability for after-hours work when the Emergency Operations Centre is activated.
  • Participation in quarterly after-hours Rural Fire Service Consultative Committee meetings.

  • Package: $99,569 - $105,544 gross p.a. plus 12% superannuation.
  • Hours of work: Full Time, working 35 hours per week. You will have the option of a 19 day month through Council’s flex system.
