About the Organisation

The Balonne Shire Council services a population of just under 5,000 residents, and is located around 500 kms from Brisbane on the New South Wales border. The region is supported by the towns of Dirranbandi, Bollon, Thallon, Mungindi, Hebel, Nindigully and Boolba, with the town of St. George acting as the shire’s business centre. 

The region is surrounded with gorgeous rivers, all of which are hot spots for Yellowbelly and Murray Cod fishing. The Balonne Shire also plays host to a number of fantastic annual events, including fishing competitions, golf carnivals, motorbike endurance rallies, country shows and rodeos and wool, craft and flower shows.

About the Opportunity

The Balonne Shire Council is looking to welcome a dedicated and driven Director of Community and Environmental Services to lead their Community and Environmental Services Department in St George, QLD, on a full time basis. 

The Department incorporates 9 functions: environmental health, public health, planning and development compliance, building compliance, domestic animal control and compliance, visitor services and tourism, library services, business and community development, and arts and cultural development.

Reporting to the Chief Executive Officer, you will direct 5 Leaders across the above functional areas, developing a clear understanding of what is valued by the residents and stakeholders of the Council, and achieving their vision with the support of your department through effective business planning, increasingly strong financial performance, visionary leadership, and innovative products and services.

More specifically, your day-to-day duties will include;

  • Proactively monitoring team performance, as well as implementing performance management strategies in consultation with the HR Department;
  • Developing and supporting strong working relationships with the community stakeholders and networks, including external stakeholders, businesses and private agencies, and local governments;
  • Promoting and implementing innovative solutions to community development in collaboration with community stakeholders and networks;
  • Representing the CEO and Council in discussions and negotiations with Federal and State agencies, local authorities, private sector proponents and other stakeholders in relation to departmental issues;
  • Developing and implementing a strategic model for the identification, assessment, and management of risks to the operations of the department; and
  • Developing and implementing a strategic model for raising productivity and reducing operating costs.

This role would be suited to candidates from a number of different tertiary backgrounds, including Public Relations, Economics, Environmental Health, Town or Business Planning, Business Management, or related fields. Extensive experience in an executive leadership role with a strong record of achievement will be essential, and a Masters in Business Administration would be an advantage.

You will have demonstrated experience with contemporary economic and community development planning and sustainability practices, with experience at any level in a local authority being highly desirable. As you will be entering a change environment leading a multidisciplinary team, you must also have the demonstrated ability to lead organisational change, and to influence organisational culture. You will have a high level of staff management skill, with exposure to performance management and planning, and well developed communication and interpersonal skills.

You must be a confident problem-solver and analytical thinker with a proven ability to take initiative, investigate issues, and collect and analyse data to offer recommendations on solutions. You must also be prepared to meet demanding deadlines while still delivering high-quality outcomes.

Please note: To be eligible for this role, you must hold a current C Class Open Driver’s License, and have sound computer literacy skills using Microsoft Office suite.
