About the Organisation

Paupiyala Tjarutja Aboriginal Corporation (PTAC) was first incorporated in 1989 as the governing representative body for the Spinifex People. It was established to enable the Spinifex people to receive and administer funds to develop infrastructure at Tjuntjuntjara, in remote Western Australia. Since then PTAC has grown to administer the Health Service, the Tjuntjuntjara Community Store, the Women’s Centre, the community Telecentre, the Tjuntjuntjara Community Resource Centre and a range of other programs and infrastructure related projects. PTAC also acts as a local council service provider – managing the CDP programs, water, power, sewerage, housing maintenance and community development projects.

About the Tjuntjuntjara Community, WA

The Tjuntjuntjara community is situated 660km north east of Kalgoorlie, approximately 8 hours drive, in the Spinifex region of south-east WA. The community, which falls within the boundaries of the Great Victoria Desert Nature Reserve, has a population of approximately 230 people and was established in 1988. Tjuntjuntjara acts as a service centre for the Ilkulka outstation, with the Ilkulka Roadhouse located along a highway through the Great Victoria Desert. Tjuntjuntjara is an alcohol-free community.

About the Opportunity

Paupiyala Tjarutja Aboriginal Corporation has a fantastic opportunity for a General Manager (Community Services) to join their team based in the Tjuntjuntjara community, remote WA. 

Reporting to the Chief Executive Officer, this is a hands-on management role in which you'll be responsible for coordinating and managing the smooth delivery of municipal and community services to the Tjuntjuntjara community. This will include managing, delivering and improving services, facilitating and developing business opportunities as well as providing administration and operational support for local council functions.

More specifically, some of your key duties will include:

  • Coordinating the timely and efficient delivery of municipal services to the Tjuntjuntjara community;
  • Overseeing the management and maintenance of PTAC assets and infrastructure;
  • Actively coordinating, supporting and participating in PTAC and community-based programs/events as required;
  • Ensuring all fiscal and other activities comply with internal and external policies and regulatory requirements;
  • Facilitating community meetings, as well as elections, in conjunction with the Chief Executive Officer;
  • Supervising and coordinating staff as required to ensure appropriate service delivery, including performing inductions, training and reviews; and
  • Facilitating, coordinating and supporting visitor trips to the area, ensuring they follow policies, processes and OH&S requirements.

To succeed in this role, the commercially-savvy incumbent will have a management background in organisational and community development, including experience in people, funds and program management across a variety of simultaneous projects. You'll be skilled in problem solving and proactively providing responses to community needs, and also in identifying opportunities for service improvements.

You will have a tertiary qualification in a relevant field (e.g. Community Development, Management, Indigenous Studies, Business, etc.) or extensive experience in program and resource management at a high level. Postgraduate academic qualifications will be very highly regarded.

Ideally, you'll have experience working in a remote cross-cultural environment, as well as extensive knowledge and genuine appreciation of Aboriginal culture, and a solid understanding of the political, social and economic factors that affect Aboriginal communities.

PTAC is looking for a self-motivated and highly organised individual with outstanding communication skills, allowing them to liaise at all levels amongst a wide range of government and corporate stakeholders, as well as community members.

A high level of computer literacy is an essential requirement of this role. Specifically, you'll need to be able to use the Microsoft Office Suite and relevant specialised programs to manage databases, for example SharePoint, MYOB, TeamViewer.

  • Base salary of $79,181 per annum
  • Relocation assistance;
  • Return airfares after 12 months continuous service for you and dependents onsite;
  • District allowance of $4,333;
  • Generous salary sacrificing options;
  • 4 weeks annual leave with 17.5% leave loading
  • Up to 2 weeks in lieu of public holidays worked;
  • Remote leave (2 weeks for every 10 weeks worked, guaranteeing 4 breaks per year); and
  • Zone A rebate area.
